De Eurocommissaris voor handel , de belg Karel de Gucht, bracht vandaag in een communiqué verslag uit dat de EC 'beperkte' importheffingen op zonnepanelen gaat opleggen aan China. Je gelóóft het niet. Die kwiebus riskeert een handelsoorlog met het grootse exportland van Europa, louter en alleen om de klimaatalarmisten de hand boven het hoofd te houden. Als ik het niet zelf had gelezen, dan zou ik het als een verlate 1 april grap hebben beschouwd. Maar het staat er echt. In dat persbericht laat De Gucht optekenen:
"I would like to inform you that the European Commission has decided unanimously to impose provisional tariffs on solar panels imported from China in order to counter the dumping of these products on the European market."
Unaniem nog wel. En het gaat per onmiddellijk in: vanaf 6 juni, dat is overmorgen, en gedurende een half jaar. Het begint met een opslag van bijna twaalf procent en deze loopt op tot bijna zeventig procent, als de Chinezen na augustus geen gevolg geven aan de eisen van de Europese Commissie. Maar het heeft volgens De Gucht niets te maken met protectionisme. Nee, natuurlijk niet, de Chinezen zijn gekke Henkie... De Gucht:
"This is not protectionism. Rather it is about ensuring international trade rules also apply to Chinese companies just like they apply to us. As you are aware, also the United States currently apply duties to Chinese exports. In short, our action today is an emergency measure to give life-saving oxygen to a business sector in Europe that is suffering badly from this dumping. Our response is balanced, legal and justified within international trade rules and designed to prevent the situation turning fatal.. "
Het is werkelijk ongelofelijk om te moeten constateren hoe machtig de klimaatlobby is. Uitermate zorgwekkend en vokomen verdwaasd. Als de EU, bij monde van haar eurocommissaris, nota bene verantwoordelijk voor het sluiten van handelsovereenkomsten namens alle EU-landen en het voorkomen van internationale handelsbarrières, zich op een dermate doorzichtige manier voor het klimaatkarretje laat spannen, dan is er toch sprake van een ontoelaatbare invloed op het te voeten beleid.
Want laten we wel wezen, die hele 'zonneklep industrie' in Europa is alleen maar in leven gehouden door ruimhartige subsidies vanuit Brussel. Zij heeft van zichzelf geen enkel bestaansrecht, want rendabel produceren kan zij niet, en het draagt niet eens bij tot de doelstelling tot vermindering van de CO2-uitstoot. In plaats dat De Gucht de goedkopere (en betere!) spullen uit China juist verwelkomt, omdat het zo goed zou zijn voor het milieu, gaat hij ze belasten. Nou, dan weet je dus wel waar het echt om gaat: om de centjes van al die groene klimaatjomanda's, die grof geld verdienen met een onrendabele business, gefinancierd door de belastingbetaler.
Maar De Gucht zegt niet uit te zijn op een handelsoorlog, nee hoor, heus niet, hij streeft een 'vriendschappelijke' oplossing na. Hoor wat deze goochemerd er nog over zegt:
"At first glance, cheap and plentiful seems great but ultimately this will lead to a 'race to the bottom' and everyone loses across the solar panel industry and its related services. Even those arguing that cheap solar panels are good for sustainable energy and the environment must realize that you need to keep the solar panel industry 'sustainable' in the first place if you are going to see any benefits over time."
Aha, daar heb je het Brusselse toverwoord weer: 'sustainable', 'duurzaam'. We moeten dus die failliette zonnepanelen industrie hier 'duurzaam' maken. Yep, sure. En als uitsmijter beroept De Gucht zich tenslotte op de wettelijke taak van de commissie:
"So allow me to underline for those of you who do not follow trade issues on a daily basis that it is the European Commission which has the responsibility on behalf of the EU to carry out its external trade policy. And that's for one very good reason the Commission can ensure independence and work on behalf of everyone across Europe by seeing the 'big picture'."
Zo, zo, dat zijn grote woorden van onze kleine belg, 'the big picture'. Maar in zijn slotalinea komt toch het hoge woord eruit:
"I hope I have been able to explain exactly why this decision to impose provisional tariffs was necessary in the light of dumping that has the potential to destroy an important industry within Europe if we do not act today."
We moeten dus niet een 'belangrijke' Europese industrietak vernietigen. Als dat geen protectionisme is, wat is het dan wel? Zou De Gucht ook zo met zijn belastingaangifte omgaan?
